FRANKFORT, Ky. (AP) — Coal companies in Kentucky are taking an unusual stand by urging lawmakers to pass legislation to increase the fees for mining permit applications. The legislation would cost coal companies an additional $800,000 a year, which would be used to help pay the operational costs of the Kentucky Division of Mine Permits.
